Why would anyone want to steal a substance that’s about to be banned?

Police in Missouri are investigating reports of someone stealing R22 from air conditioning units. We’ve heard of people stealing copper refrigerant lines because of the rising value of copper, but R22? Why would anyone steal a refrigerant that’s in the process of being phased out? Perhaps because it’s being phased out the price is rising. Curious, but keep an eye on your R22 while it’s still around.
